This is not the Maneri Bhali outfall, but a smaller dam that has nonetheless captured all the water of the Bhagirathi Ganga and made it rather useless and impossible for fish such as the mahseer to migrate upstream. What is the need for such dams? They just impede the natural flow of the river water and stop species migration. The NIM or Nehru Institute of Mountaineering campus can also be seen on a hillside above the Uttarakashi valley in this view from between Joshiyara and Gyansu villages just below Uttarkashi town.
