When the parliament reconvened its budget session after a gap of few weeks the focus was inevitably on the dissident congressman and former Minister Mr. P R Kumara Mangalam and his cut motions on the Union budget of this year. Mr. Kumara Mangalam had given notice to the Lok Sabha Speaker of his intentions to table 9 cut motions despite refusal of permission by the Congress parliamentary party's executive body.
