Diesel spewing trucks drive Delhi's roads to sprinkle water, to REDUCE pollution!!!

Just how can one justify the use of diesel guzzling heavy duty expensive trucks driving around Delhi to actually reduce air pollution (supposedly) by sprinkler and spraying water onto the roads. Is this even scientifically justified, or mere political lip service to help citizens live a better life amid the dreadful air pollution months in Delhi city?
