Mr. H. D. Deve Gowda says "See if you want to have a uniform growth, we cannot neglect any area. This budget has taken utmost care to cover all those areas which was very essential for uniform growth. The critics today are not based on the implication of the budget. They used to express their views as this is a pro-rich budget. Normally the opposition parties whether it has got any substance or not, they must express their criticism by differing with the views of the government." Shri H. D. A Civil Engineering Diploma holder, Shri Deve Gowda plunged into active politics at the early age of 20 when, after completing his education, he joined the Congress Party in 1953 an
