Looking back at the year 1995 through India's political prism it can be characterized as a pre-election year which saw shadowboxing and posturing by all political parties gearing for the electoral frame. With an election due in 1996, there was an urgency as mutual parties began to shape their agenda. The Congress party began the year losing two major Western Indian states Maharashtra saw the Congress defeated as the BJP Shiv Sena combined stormed to power with Manohar Joshi sworn in as Cheif Minister but with Bal Thackeray very much in command with what some commentators called an effective remote control.
