The political stalemate in U.P. was the stand taken by B.S.P. Although it contested the elections in partnership with the Congress the political deadlock was finally broken with the innovative partnership devised by the BJP and BSP which gives the chief minister's post to each partner on a rotation basis after six months with Mayawati holding the office for the first six months. Analysts point to the fact that this novel system was the only way that the two parties could cobble a majority. One fundamental reality which softened the rigid stand taken by Kanshi Ram was perhaps dictated by the huge loss the party suffered in Punjab assembly polls. Another factor which cemented the BJP and the BSP alliance was a fear that the arch revival Mulayam Singh Yadav could be asked by the Uttar Pradesh
