December 18, 1998, the venue was Talkatora Stadium in the capital all India Congress Committee was meeting for the first time after its magnificent showing in the assembly elections winning three out of four states that went to the polls. The party's constitution was changed. A confident Congress stressed that all future alliances would have to be the party's own term but this resurgence has been interpreted by many of its allies as a threat to their own political constituencies. Samajwadi Party leader Mulayam Singh Yadav went so far to identify the Congress as his party's enemy number one.
