With a Chief Minister sitting in jail, New Delhi is the new wild west unadministered city - the capital of India without a leader! Civic authorities work with impunity with a mind of their own, roads are dug up, utilities installed without informing citizens. New Delhi is turning feral! This JCB is digging up a South Delhi road and the driver himself does not know why he is doing the same. He received some garbled instructions and believes that it may be for electrical cables, sewage, plumbing or some other utility installation. A few days later, the road is threown back together after no work having been done. A contractor gone rogue, perhaps?
