Nearly two years after a 13-day government resigned owing to lack of numbers, Atal Bihari Vajpayee was sworn in Prime Minister of a multi-party coalition government by President K.R. Narayanan. After weeks of gruelling political unease and hard-fought wranglings with its allies, the BJP managed to thwart its first challenge by cobbling up a 42 member cabinet which reflected the compulsions of coalition politics.
