Is it a case of too little too late? Drain cleaning and clearing ought to have been done well before the monsoon rains hit Delhi, but the rains have the late and so has the cleaning work. At any rate, this huge diesel guzzling truck is put to use to suck up water and mud from below a Ring Road culvert in New Delhi. The PWD and MCD try to clear accumulated waste water in a rather futile after the fact exercise, rather than planning water flow prior to construction and drain clearage prior to the rains! To block the road during peak traffic flow and make workers do their bit while it is raining just shows the poor planning and incompetence of the Public Works Department.
