An August 1994 protest in New Delhi is quelled with the use of a water cannon, when the Delhi Police cannot hold back people with the use of barricades. Just like you spray away ants with water in the garden with a garden hose, the cops fire with a very powerful water cannon that scatters human beings. Of course, things can get trickier with bricks and brick-bats. Was this agitation to protest against the formation of Uttarakhand state? It certainly seems like an Uttaranchal rally. Many people wanted the state to be formed. Others did not. Perhaps these people were protesting for the formation of the hill state of Uttaranchal from within Uttar Pradesh.
