Analyst contend that the ruling party's mistake was its inability to convert the reforms program into something tangible for the common man and convey to him its long term benefits. Being provincial elections rising prices of essential commodities was a major issue and it is believed that congress's inability to control inflation hit it badly. What people probably see is rising sugar prices, rising cost of public transport and they don't seem to get any of the benefit of reform. you don't have more jobs , you don't have more schools, you don't have better hospitals. So this is a reflection of the disappointment of the common man at not getting what he thinks he should get out of these reforms.
