There was heavy resistance in the Rajya Sabha from the opposition parties to the government's move to replace the Terrorist and Destructive Activities Prevention Act, Tada with a more comprehensive criminal law amendment bill. Earlier human rights activists, political parties and social groups had been campaigning for the repeal of Tada which lapsed on the ground that has impinged and had been misused particularly against the minority community by some of the states which were charged with its enforcement. In popular perception, Tada has been identified with the arrest of film star Sanjay Dutt under this act for unauthorised possession of AK-56 rifles during the bomb blasts which rocked Bombay in early 1993.
