These labourers don't know that they are playing into the hands of a much larger and far more sinister play in the form of the sand mining mafia. They are made to collect riverine alluvial sand to supply to the construction industry, thereby altering the course of Himalayan rivers and making the riverbed unstable, over the course of time. They are harmless labourers but their handlers are not, often killing police and administration officials who try and prevent them from lying their sand mining trade.
