The 12th Lok Sabha formally came into existence when the election commission issued a notification constituting it and submitting a list of 539 new members of the Lok Sabha to the President Mr K.R. Narayanan. Only hours after the election commission submitted this list, Mr Vajpayee, however, had to make a second trip to the Rashtriyapati Bhawan to hand over to the President the document which authenticated the support from his allies.
