There would be no poles after the 1st of January 1995 if photo identity cards were not issued to voters by November 1994. The Chief Ministers of ten states scheduled to go for elections later in the year met in Delhi to discuss the issue with the Prime Minister. The Indian Constitution has granted the right to vote to all Indian citizens of sound mind above the age of 18, irrespective of an individual's caste, religion, social or economic status. This right is universally granted to all Indians, with a few exceptions.
