Anil Kumar Gupta, a 1993 Batch Indian Police Service Officer from Bhopal, speaks of police raids: "Raids take place on the basis of information from villagers. If a tubewell has an attack, it has to be surrounded from four sides. If a dacoit is found, an encounter takes place. A party consists of 10-15 jawans. If no dacoit is found, then they come back. A few days back, there came news of a gang pf dacoits stopped at a village. The time of information was a little wrong. They have a lot of Number 2 weapons, not with licenses. The dacoits here do not have AK 47's and sten guns. Not here! The guns coming here from Jammu and Kashmir are not those guns. Licenses made in Nagaland and Kashmir are sold through agents.
