An Indian politician Kapil Sibal speaks about electoral process in Bihar. He says "No possibility of there being a constitutional crisis. All that's happen is the elections have been postponed and staggered and the process starts on the 11th continues on the 15th and the 19th and counting takes place on the 21st and the life of the assembly gets over on the 15th of March, so what constitutional crisis can there be? Well constitutionally under Article 172 of the constitution the moment the life of the assembly terminates, automatically it operates as a dissolution of the assembly. So the assembly stands dissolved and for the interregnum that is between 15th march and 21st of March there will be a caretaker government. There's nothing wrong with that.
