On March 11, 1995, Chief Election Commissioner (CEC) T.N. Seshan had predicted that free and fair franchise in Bihar would turn out to be the toughest examination of his life. With violence marking the first round of polls leaving 14 dead, and the CEC postponing elections in the state for the fourth time, Laloo is asked to head a caretaker government. Winning the elections fair and square with 167 seats in the Bihar Legislative Assembly Election. The above scene is from Patna Railway Junction in Bihar where buses are leaving for voting centres and armed forces are all set to secure areas to ensure no more public outpour takes place.
