The 3rd edition of Petrotech-99 held in New Delhi in 1999. International Petroleum Conference and Exhibition 1999. Mr. Vijayaraghavan is the Secretary at the time (Oil and Gas?). "The theme of Petrotech-99 is the oil industry outlook in the 21st century: Challenges and opportunities.
