Dr. Verghese Kurien on importance and success of Operation Flood: I suppose you are aware that when the National Dairy Development Board was created by the Govt. of India, the level of the Prime Minister. The brief given to the National Dairy Development Board was to replicate Anand throughout India. Now, unfortunately, however, the Govt. of India was in no position to give the funds to do this job. Therefore, the first problem of the Dairy board was how to raise the fund. It was at this time we came to know of the huge surpluses accumulated in Europe, of milk powder and butter.
