This is the quintessential government office in India, with clerks, paperwork galore, and an old fashioned office environment with manual typewriters and the old ways. Files get tied with white threads around red wrap-around sheafs. The office of the District Commissioner or DC is an important part of the Delhi government or other state government mechanism.
