New Delhi's diplomatic circuit buzzed with a flurry of activity last fortnight the reason the visits of the United States defence secretary Mr. William Perry and the Commerce secretary Mr. Ronald Brown in quick succession these visits marked a turning point in the relations between the two countries they conveyed the growing importance of India and the global security scenario as well as international trade. The visiting U. S. defense secretary Mr. Perry and the Indian Minister of State for Defence Mr. Malikarjun signed the agreed minutes on defence cooperation on the occasion. This provided a formal institutionalized framework for the service to service contact and cooperation in defense production.
