Going by Goa standards, that's a rather empty beach! This must be in south Goa somewhere as the northern and older beaches tend to be crowded with people shacks and hotels/commercialization. A duo on water scooters enjoy the beach, riding the tide, as such... The spray of water that follows the scooter almost looks amusing!
