The initial centralised initiative for AIDS prevention and control in India started in the late 1980s. Researchers discuss the programs of grass root training to commercial sex workers as a campaign for safe sex and awareness of AIDS infection. The spread of the viral infection is mostly seen in substance abusers and commercial sex workers and their clients. Health experts also highlight the issue of stigma and marginalisation in the communities which are most likely to get infected by the virus.
