Pramod Mahajan announces President's Rule in Bihar. He says, "The Bihar assembly has been kept and suspended animation. Honorable President has accepted cabinet's recommendation today evening in Calcutta. After the carnage of 11 Dalits at Narayanpur village in Jehanabad district in Bihar. In the midnight of 10th and 11th February, the central cabinet met at 11pm for about one and a half hours and discussed the Bihar situation. The cabinet again met today morning at 8 o'clock for an hour the cabinet considered the note of 12th February Ministry of home affairs which was circulated in the meeting. The cabinet endorsed the assessment of the governor that a situation has arisen in which the government in Bihar cannot be carried out in accordance with the provisions of Constitution." This foota
