Nitish Kuma, Railway Minister of India in 1988-89 speaks about 7 new zones of Indian Railway, he says, "A delegation from West Bengal has come to meet me and they have some opinions over new zones of Indian Railway. We provided them the information about 7 new Zones of Indian Railway made by Ministry of Railway. I also told them that forming an expert committee is difficult in today's time. The decisions we could make we made. The decisions taken by the cabinet at different times we have implemented them at the same time and as the result the 7 new zones we have made and the existing 9 zones of Indian Railway have been re-territoried for these new 7 zones".
