A horse-drawn cart carrying vegetables for sale in the heart of New Delhi? Sure. Even horse carts need to get their tyres filled, and while you're at it, why not take a quick dump? The incongruence of this image is certainly not in keeping with the modern image Delhi would like to portray! This was filmed in the heart of Delhi city, near AIIMS, in March 2018.
