Women (in their finest sarees and attire), mostly from Orissa, take part in the Kartik Purnima Boita Bandana Utsav in Delhi. They create a mud structure type platform and apply vermillion and colours in the form of a rangoli. A man places a Tulsi plan on the top of this structure. Ocimum sanctum is considered to be holy. Incense of dhoop is burned on the platform. This Kartik Purnima Boita Bandana Utsav took place on 19th November 2021, and was organized by the Odia Welfare Association.
