Bhagirath Prasad says "We normally go on the basis of assessment of the government of India organisation. We decide on the advertisement on the standing of the newspaper. Secondly, the certificate is given by the government of India organisation about the circulation of the paper. If the paper has sufficient years of standing and if it has got a certification from the government of India i.e., the house is publishing 5,000 or 10,000 papers for circulation. On the basis of the Government of India report and our assessment, we decide on the advertisement." Bhagirath Prasad is an active Indian Member of Parliament, who represents the Bharatiya Janata Party in the Lok Sabha for the Bhind Lok Sabha constituency in Madhya Pradesh state.
