Sheila Dixit says "State government is very different from the central government. You know the central government makes policies but the real implementation is done here and people's expectations from the state government are much more than central. Now, it took me about nine months to see how do we reach out to the various sectors of people. There are the very poor, the unhoused, homeless, destitute and there are the very rich. Then there are the Marathis here, the Bombayites here and the Biharis and the UPites are here. The Kashmiris are here because when we came the Kashmir migration was taking place.
