Photo Voter ID cards for Indian voters come into play in 1995! An interview with the man who changes elections in India, TN Seshan. The former election Commissioner does sound like he has no time for nonsense. With the threat from the Chief Election Commissioner, Mr. T N Seshan looming large that there would be no polls after the first of January 1995 if photo identity cards were not issued to voters by November 1994.
